Societal challenges tend to be characterized by their multi-scalarity as problems emerge and co-evolve on multiple scales. Grand challenges are system-wide problems. While top-down approaches to mitigating grand may have potentially far-reaching impact, such initiatives from the higher scales can fail because of limited knowledge ground realities.
