Abstract
Special
needs
are
of
paramount
importance
in
international
equitable
education.
The
focus
on
students
with
special
has
become
the
basis
current
education
and
reform.

currently
undergoing
a
pivotal
phase

transformation,
educational
digitalization
gradually
developing.
However,
only
few
studies
have
focused
effect

most

ignored

internal
mechanism.

theory,
