the
policy-making
process
such
as
impact
climate
change,
extreme
weather
events,
natural
disasters

financial
calamities.
But

is

large
second
area
concern

risks"

behavior

Abstract
It
is
not
uncommon
that
original
aspirations
of
social
policy
go
astray
during
implementation.
Issues
are
the
focus
often
tied

various
competing
social,
political,
and
value
positions,
making
them
unfailingly
‘wicked’

challenging.
Such
case
with
Australia's
National
Disability
Insurance
Scheme
(NDIS),
which
has
been
plagued
by
problems
criticised
for
straying
from
its
objectives

interview
data

perceptions

since
inception,

on

ABSTRACT
Disagreements
and
conflicts
over
public
policy
can
create
opportunities
for
people
to
learn
about
how
others
value
prioritize
issues
or
what
types
of
alternatives
are
feasible

the

conflicting
goals.
