Nature-based solutions (NBS) are a promising and innovative approach to address multiple sustainability challenges faced by cities. Yet, NBS not integrated into mainstream urban development practices. Based on qualitative comparative case study of Germany, Hungary, the Netherlands, Spain, Sweden, United Kingdom, this shows how barriers mainstreaming shaped structural conditions in infrastructure regimes, which offers an improved, context-sensitive understanding why such persist. We identify underlying shaping seven key NBS: limited collaborative governance, knowledge, data awareness challenges, low private sector engagement, competition over space, insufficient policy development, implementation enforcement, public resources, challenging citizen engagement. This also advances regimes as complex, heterogeneous systems, made up different functional domains that define space available for innovations. Importantly, our comparison reveals similar planning processes caused across countries. For example, perceived causes engagement environmental lack resources support participation NIMBY-ism Netherlands. Over recent decades Urban Living Labs (ULLs) have become a common space for co-creation processes' experimentation, whereby new approaches sustainable urban development are highly connected to support evidence-based policy generation. European patterns of local adaptation planning—a regional analysis DOI Creative Commons

Abstract While European regions face a range of different climate hazards, little is known about how these differences affect local adaptation planning. We present an analytical framework for evaluating plans (LCAPs) and apply it to 327 cities in 28 countries across regions. To do this, we use statistical methods identify regional clusters based on overall plan quality, impacts, vulnerable population groups, sectors addressed by LCAPs. By comparing both geographic clusters, found (1) significant spatial heterogeneity but (2) higher average quality scores more consistent strategies Central Eastern Europe. Notably, no regarding (a) the impacts communities identified plans: (b) most commonly which were urban temperature changing precipitation patterns; (c) residents that as vulnerable, namely older people, women, infants, sick.
