Cities learning from or with each other – city to (C2C) is the focus of analysis for this systematic literature review. This research paper sought understand C2C by examining conceptual, methodological, and empirical evidence. Conceptually, found few definitions learning. By formulating a definition as well building process-and-outcome model, which integrates different phases, mechanisms, conditions, effects, contributes furthering conceptual debate clarity on defined here dynamic yet sequential mutual process participated in cities their representatives starts exploration, followed acquisition, utilization, internalization.
