Abstract Perceptions of the pervasive and persistent failures governments in many issue areas over past several decades have led commentators policy makers to turn non-governmental forms governance their efforts address public problems. During 1980s 1990s, market-based techniques were preferred alternate form government hierarchy but this preference has tilted towards network recent years. Going around in circles? Conceptual recycling, patching and policy layering in the EU circular economy package
