The advent of digital social media in China has altered our understanding who sets the policy agenda and forms public opinion. Using text mining analysis more than 74,000 Weibo user comments (over 4 million words) on 6 years' worth People's Daily coverage, this study investigates interactions family planning issues between state-run news individual users China. Our demonstrates that postings about topic by government-run networks general are affecting each other, but also presenting partially reverse or bottom-up agenda-setting effects. Through latent dirichlet allocation (LDA) modeling, we identified major (women's right to work, culture/tradition, law/regulation, welfare/wellbeing) found users' main concerns China's have changed over time. Starting in 2012, the South Korean government has implemented a large-scale relocation of its central agencies, which are now split between existing capital city (Seoul) and new administrative-capital (Sejong).
