Abstract
In
October
2018,
public
research
by
the
Citizen
Lab,
a
laboratory
at
Munk
School
of
Global
Affairs
and
Public
Policy
University
Toronto,
documented
how
Saudi
dissident
living
in
Montreal,
Canada,
was
likely
targeted
with
spyware
operated
authorities.
The
target,
Omar
Abdulaziz,
close
friend
murdered
journalist
Jamal
Khashoggi.
Both
individuals
were
object
increasingly
‘long-arm’
repressive
regimes.
These
not
isolated
incidents,
but
part
broader
pattern
state
repression.
This
article
considers
digital
dynamics
phenomenon
transnational
repression
more
detail.
Specifically,
it
looks
states
that
host
dissidents
activists
(‘host
states’)
are
responding
(or
not)
to
use
technologies
silence
political
social
debate
dissent.
It
argues
which
parties
international
human
rights
instruments
such
as
International
Covenant
on
Civil
Political
Rights
must
act
conformity
their
positive
obligations
under
law

role

AI-enhanced

migration
between
Moroccan–Spanish

issues
emerge:
first,
while
international
donors
provide
funding
for
border
projects,
their
enforcing
transparency
mechanisms
implementation
remains
limited;
second,
Morocco's
existing
legal
framework
hinders
any
kind
public
oversight.
