The COVID-19 pandemic provided a unique opportunity for educators and policymakers to reconsider education systems rethink what is essential, necessary, desirable future generations. A sequential generic qualitative approach was used in this study. Based on the systematic literature review, content analysis conducted identify dimensions that contribute toward higher institutions sustainability. Subsequently, Expert Opinion method involved five professors holding key positions respective universities from Malaysia, Netherlands, India, Bangladesh applied propose post-COVID-19 sustainable framework. Four themes: 1) educational reform; 2) digital transformation; 3) resilience change management; 4) sustainability coupled with agility flexibility formed framework HEIs’ during pandemic. This paper explores the concept of e-resilience in educational systems, particularly Public Affairs Education, response to COVID-19 pandemic. We investigate drivers and challenges faced by actors from an system perspective, which is conceptualized adjusting Bronfenbrenners' ecological model using dimensions Technology, Human, Intersections levels Macro, Meso Micro, during this global shock. Utilizing a multiple case study approach across Argentina, Nigeria, South Africa, Netherlands, United States, we examine through 36 group interviews involving 41 students, staff, administration, program directors. Our findings reveal that within technological impact overall performance, while human-level disrupt learning pose greater obstacles for system. Despite these challenges, each context exhibits various drivers, providing insights building more robust systems. By better understanding dynamics context, can enhance systems face unprecedented shocks.

El cuestionario traducido adaptado aplicó 221 docentes Educación Básica Regular Lima, Perú. análisis factorial confirmatorio confirmó 6 dimensiones modelo constató alta confiabilidad. Se recomienda continuar investigaciones evalúen TPACK-21 diversos contextos niveles educativos, especialmente Latinoamérica.
