Purpose: is to develop the methodology for identifying long-term priorities smart specialization in regions and creating "transformational roadmap" their implementation Russian context. This approach designed foster sustainable innovation ecosystems achieve country’s technological sovereignty. Methods: research based on comparative analysis of international experience implementing regional policies strategies EU, USA, China. The study employs qualitative, systemic, structural-logical methods. proposed draws strategy development a series expert interviews with representatives authorities. Smart specialization: origin and state of the art

Purpose: is to identify state of the art, key aspects and distinctive characteristics smart specialization concept based on a study current initial prerequisites for its formation, including linkages with other theoretical approaches. Высокие темпы социально-экономического развития должны выражаться в росте качества и комфортности жизни населения, повышении уровня конкурентоспособности страны на мировом рынке. Данная тенденция зависит от способности регионов правильно определить приоритеты максимально направить усилия реализацию тех сфер деятельности, которые наилучшим образом отражают специализацию характеризуют уникальную региональную идентичность. Возникает необходимость выбора экономической деятельности региона, являются стратегически приоритетными, а также для их реализации имеются все необходимые ресурсы (материальные, интеллектуальные, временные, имиджевые т.п.). Для обеспечения экономического роста за счет инновационного потенциала учет этих особенностей наиболее полно возможен при концепции «умной специализации», общем виде предполагающей выбор релевантных направлений развития. Цель исследования разработка теоретико-методических положений практических инструментов специализации» устойчивости регионов.
